Is it possible to send someone who does not use iCloud a link to my calendar so they see my available times?

I was using Tungle for this but they don't have any plans to support iCloud.

Might there be an app that provides read-only access to my calendar?

Supposedly. Just don't know how. Seems odd to be able to share a calendar publicly if only icloud users are able to see it.

Its not possible. You can only share with other iCloud users. Makes sense, afterall how would none iCloud users see the shared calendar?
It hope Apple fixes the invite bug. You should be able to invite none iCloud users to an event.
