According to Apple's official online published documentation, "Type the invitee’s email address in the Add Person field, then press Return."

However, you can also enter the invitee's phone number (if it's tied to their Apple ID).
Curious if email addresses are recommended over phone numbers for any reason, and why Apple didn't mention adding the invitee's phone number as an option.
I've noticed in Calendar and Reminders, that the contact card of the person I'm sharing with is linked to their name when I use their email address, but when I use their phone number, it doesn't link to the contact card (even though the phone number is in the contact card). With the phone number method, when I tap on the contact's name, it asks me if I want to create a new contact or add to existing contact. This is because it appends "tel:" to the front of the phone number. Example: "tel:+12345678", so the only way for shared contacts to link to their contact cards would be if you had "tel:+12345678" listed in that format in their contact card.
