My brother just got an iPhone, but he doesn't have a CC yet so is just under a PayPal account and he's just been downloading free stuff.

Is there a legit way for me to share my apps with his library?

I know I can use Home Sharing but I don't want to have my Apple ID authorized on his computer too ..

authorizing his iphone AND the computer he syncs with is the only way to do it...without jailbreaking. neither are legit.

Just do the app purchases off of the iDevices. Log into your account with his device, download the apps, and it will be free if you already downloaded 'em before. Updates and everything.
 
If I authorize my name on his MacBook to DL my apps, do I have to stay logged in on his computer or can I sign out once he's got them all?

It'll only ask for your account information when there are updates available.
 
Yeah I certainly don't want him buying stuff with my CC.
