the sharing-only account type could be useful for setting up some fileserver type of machine,
but it seems to disable that user's ability to login via ssh in order to change the initial-password via passwd-command.
how do i solve this? how can such a filesharing-only user change the password of that fileserver account from his computer?

Because for where the account is intended to be used then is solely for the purpose of accessing the share created by the user on the machine.

if you want people to be able to login and access then you need to create full account on the machine, however that will leave them able to fully login to the machine as well.

for people that need to be able to setup accounts like that for file sharing then you have proper file server systems that allow that.

file sharing from personal machines is not intended to be comparable to sharing from a dedicated file server application such as a NAS.

the owner of the machine setup the sharing account and gives out to the person that will access however password management is down to the owner of the personal machine.

if that is onerous for the owner then probably not the appropriate solution and maybe look at a cheap NAS where can setup users etc so that people can manage own accounts, once created.
