Is it possible to share the AirPods Max with friends or family?

Like if I have the AirPods coupled with my iPhone/Apple ID, can I just give the AirPods to a friend (or at least family member) so they could use them on their phone without having to disconnect them from my Apple ID?

Yes, they’ll work fine with any Bluetooth device without unpairing from your devices. The only thing is that they will only do the automatic switching for devices that are logged in to your Apple ID (except Apple TV, which doesn’t support it I think).

any Bluetooth device including iPhone or Mac which aren't mine? Will they have the same features as if they were connected to my device?

Like they said, it's Bluetooth and isn't tied to your iCloud. So it will pair with any other Bluetooth device. As for features, if they have an Apple iOS/MacOS then they will get the same features.
