When I clicked on download shortcuts on Apple website Siri section , it brought me to AppStore workflow. Lol

It does not exist in the “GM App Store”, which is not a thing as far as I know. Your original theory is likely the correct one.

No, it’s a separate app. The app is not available in the store right now which is why it takes you elsewhere. Those that got to beta test the app thru TestFlight invite received a separate app titled Shortcuts.

It is a separate app but right now the link from Apple.com points to Workflow. The working theory is that Workflow will be deprecated tomorrow and the link will then be redirected to the Shortcuts app.
 
My thinking is they wouldn’t keep the same bundle identifier for a new app. I expect a new product page and separate listing from Workflow, which will probably cease to exist tomorrow.
