Shortcuts when the display is locked

Hello everyone,
I should have a question about the operation of shortcuts when the display is locked. I have a shortcut to temporarily turn off wi-fi. When started, the wi-fi turns off and switches on again after the set time. When it is unlocked, it works perfectly reliably. But the problem is if I set 10 minutes, and the iphone locks in between. Then the wi-fi will not be turned on. I do not understand why it does not work, for example, if the apple music timer works even when the display is locked.
Any idea?

What are the exact steps in your shortcut? Seems to work here but I only put in 20 seconds, ran the shortcut then locked the iPhone.

Doesn't iOS disconnect/suspend wifi connection when the iPhone gets auto-locked? When I am using any app and the iPhone is auto-locked because of inactivity, later when I get back, it displays reconnecting to network. So it may be related to this.
