in Safari on my iPhone A random tab opened and a iOS popup alert banner came up with the classic FBI warning "The FBI is Recording... Blah blah.... Pay x for us to stop.

I just closed the alert banner and deleted the tab.

Should I be worried about a virus/etc on my iPhone? Should I Restore?

Can you post some screenshots about that thing? Or just 1 time that thing happened after you close it and its gone then you have nothing to worry.

Considering you were browsing the web (can you say which one?), I would think it is merely a Javascript popup scam. I would be more worried if I saw the popup in the homescreen for example.

Yes it happened in Safari, and has yet to happen again. I didn't get a screenshot because I was more worried about exiting quickly because I wasn't sure if it would harm my whole phone.

Don't be worried, it was most likely just a javascript popup alert which others have already mentioned above. There is no need to restore, it's literally just a popup alert on a website that you've accidentally visited most likely through advertisements or click-bate.
