I've noticed a couple of tiny scratches on the screen of my 2018 11pro (bought in 2020) and I am considering whether to do an accidental damage claim under AP+.
Is there any criteria as to how much damage there has to be before one can submit a claim, or any minimal scratch would qualify?

It's likely that it's not covered and you can review the terms and conditions of your Applecare policy by going to apple.com/legal > hardware and then finding the appropriate date of your agreement. Once in the agreement, search for "cosmetic" and you'll likely find that cosmetic repairs do not qualify under the Accidental Damage and Handling (known as ADH):

"Apple will not provide Hardware Services or ADH Services in the following circumstances:

(a) to protect against normal wear and tear, or to repair cosmetic damage not affecting the functionality of the Covered Equipment; ..."

So I guess the question is would Apple consider a couple of scratches affecting the functionality? My guess is no.

That actually makes complete sense. I can only imagine how many claims they would receive for tiny scratches.
From my point of you it is a bit of a shame as I would no longer be able to define my iPad as spotless/as-new should I want to sell it.

Yeah, I can understand your concern, but a potential buyer for a two-year-old iPad would realistically expect a scratch or two.

You're correct about that... the potential buyer would also want a hefty discount in the price to reflect that scratch or two. :p That is one reason why I don't buy or sell used Apple products.
