I have 16" M1 MBP with 32GB RAM / 1 TB storage currently running 13.7.6 and wish to do the 13.7.8 upgrade.

Should I take opportunity to do a clean install? If so, how do you recommend I do that? I have Time Machine backups running.

Not sure why you'd want to be doing that for a minor update to Ventura. Since Ventura is effectively end of life, you really should be upgrading to Sonoma or Sequoia.
 
I might perform a clean install of Tahoe on my M1 MacBook Air and Mini265GB
since there are too many files seldom needed
also the "unified memory" might play nice instead of eating up 20GB just to air drop a 4.5 MB 4 layered cartoon file from the iPad to MacBook Air. I also need to get rid of  entertainment files like music, movies since some files are in their cesspool.

perhaps on a rain-er wet day?
