iPhone Should I update to cydia 1.1.9 on ios 6.1.3 ?

it should be alright to update. if you read the description, it says it works for iOS 2-7
it's more geared towards iOS 7. You probably wouldn't get any improvements from it though

Have you tried editing the package settings for the Cydia installer and selecting ignore upgrades?
