I updated my wife's iPhone 5 to iOS 9. Swiped right from the home screen and the Proactive screen did not appear. I thought everything from 4s up would get it. Was I wrong?

Mine is showing when I swipe right. In fact when I plug in my headphones I get the proactive itunes icon at the bottom of my lock screen that it knows I want to listen to my music, so yeah it's working for me.

And you have an iPhone 5, not 5s, correct?

Right, I have an iPhone 5 and I'm running 9.0.1 and my phone is stock and always has been. Sorry I don't know how to help hopefully someone can chime in and help you. :)

What do you get when you swipe to the right?

Mine has this:
Search bar top
then Siri sugggestions....show more
then icons show under that
then it says Nearby
and more icons under that
then News
and all the news feeds I have from magazines I opted to have in the news app

Where do you live? Apple's most advertised iOS 9 feature is disabled in many locations worldwide.

Nearby has appeared for me this morning in the UK so looks like they're slowing enabling in locations other than China and UK.

Ok. Give me the dunce cap for today. Phone is actually a 4s. Duh. No Proactive. I probably should not have updated it because it likely means my wife is going to get a new phone.
