Should this be happening? (Memory)

The picture I've attached is from my iMac G5.. the focus is the middle bar, Memory. I took that screenshot running two Safari windows only, and it always seems to be high like that whatever it is I'm doing. I also attached a picture of my 'About This Mac' window.
