Show scoll bars when scrolling sets back to automatic

When I set Show scroll bars in General System Preferences to "When Scrolling" so the scroll bar border doesn't show, a while later (like 10 mins) it sets back to Automatic and the scroll bar border shows in each app.

Does this happen to anyone else on a desktop mac with a regular mouse? Can anyone test this or has a fix please? thanks.

Anyone know a fix? With a desktop Mac with a normal mouse, set scroll bars to 'When scrolling' ..then see if the scroll bars return to normal after some time, maybe after a few app restarts or system reboot.

Found a fix if anyone comes across this. My .GlobalPreferences.plist files in my home Preferences and main Preferences folder were locked .
