ok so I've been lucky to be able to trade a Windows laptop I had lying around for a 2017 13" MBP base model, and I was excited to be able to use Sidecar with my mom's 10.2" iPad.

However I connected the iPad through a dongle and it didn't work. System Preferences just says "No Devices". did I do something wrong? in the keynote for Catalina it was shown to work wirelessly but the iPad doesn't show up in the airplay menu either.

One thing you need to have set up for it to work is two factor authentication. I just had to do a lot of run-around to get this working myself, because I was using Apple's older "Two Step Verification." If you've got Two Step turned on, you can't set up Two Factor. And Sidecar won't work with Two Step -- won't show the device at all.

For my part I'm a little disappointed in SideCar. It works very well, and I don't get much lag at all in my setup, but I end up with the cursor disappearing periodically on the Mac after I've used it. The disappearing cursor is a serious problem. Astrobot is very good as an alternative!
