I signed up again just in case, but I wonder whether you need to signup if you participated in previous OSX Public Betas?

You don't need to sign-up again. If you log-in to the beta page with your existing account, you will see that they tell you they will email you when El Capitan and iOS9 are available for download.

Correct :) Can't wait, I'm very excited! The Yosemite public beta was a wonderful experience, I'm very curious if the El Capitan improvements will 'complete' my macbook.
