The soggy side of the Pacific NW
i have “silence unknown callers” set on my phone, and so far it seems to work correctly... on my phone. But they still ring on my iPad!

Just a minute ago, for example, I was sitting here browsing the web on my iPad, while my phone was on the table next to me. I got a call from a local number which was flagged as “scam likely”, ringing on my (WiFi-only) iPad. I looked over at my phone... nothing there. My watch also was not ringing - but my iPad was ringing away, showing “scam likely” the whole time.

A quick web search shows that other people have also run into this, but no solution was forthcoming. Anyone have any ideas other than this just being another example of iOS 13’s alpha-level quality?

I don’t think this will be of any help but I was having the same problem. I have a second iPhone and line that I have forwarded to my main iPhone. The numbers that were ringing through to my iPad had the prefix number of that phone, the popular spoofing technique, when that finally got my attention I checked that phone and Silence Unknown Callers was not enabled on it. Once I enabled it I haven’t had any come through on any device. However iOS 13 has some of the strangest bugs I’ve seen so I don’t doubt that your issue may just be another manifestation. But just in case do you have another line of any kind that may be coming through?
 
Perhaps look at FaceTime settings on the iPad and toggle Calls From Phone off and on or Calls On Other Devices in Phone settings on your phone off and on and then restarting the devices. There’s a variety of syncing issues that I’ve run into that occur intermittently. This might be one. Without a second line as I have your situation is simpler than mine so it should, fingers crossed, be easier to resolve. After any restarts make certain that Silence setting is still enabled, I’ve seen several settings reverse themselves at odd times.

I have the same annoying problem with my Wi-Fi only iPad. My "solution" was to turn off the ability to use the iPad for calls. I very rarely have my iPad without my iPhone, and with spam calls only increasing, the convenience wasn't worth the annoyance.
