First time I am moving from a chipped iPad to a chipped iPad. Do I just pull the SIM from old and insert it in new and carry on? Does Verizon need to be told anything? Both iPads bought directly from Apple.

I want sure either but one of my iPads didn’t have a SIM card. It can be set up without but cost me $30 each activation.
If it works to reuse the card, go with it!
 
Just transferring the sim is fine, no fees should be charged. I think they only do that when you are buying the iPad from them or upgrading with a discount.
