Download an SNES emulator and then look around for a SimCity for SNES ROM. a bit of googling should put you in the right place. The emulator you want is, SNES9x or ZSNES.

Snes9x is probably the best snes emulator for all system out out there. With the latest update, It came with many tweak options and very accurate emulation. Must have for a classic gamer.

It's a great game. Was finally able to go back and make a megalopolis on it (500,000) with snes9x a couple years ago.
