I use my iphone's timer to do lots of things...even time my baking. Ruining your brownies because the phone dies and you didn't realize the power was low really sucks. Every other cell I've had beeps when it gets low.

App Request: alarm goes off when battery power reaches 5%
 
I could see this application being coded very easily. . .hopefully enough enough people here saw it and it might get made.
 
This would be handy, but I suspect that it might not be possible to do through a SDK app: this sort of program would probably need to run in the background.

Apple is not allowing background processes on the iPhone because it wastes to much battery...
 
I would assume the battery low pop up that shows 10% left could be altered to play a sound but it doesnt come up unless your using the phone at the time.

It would need to be adjusted to ring anytime.
