Simple question.. how do you properly remove OS9?

Remove System Folder, Applications (Mac OS 9), the entire contents of your OS 9 desktop and the symlink to it (Desktop (Mac OS 9)), and Documents (if you have that one. Not everyone does)
That said, keep it. You never know when you'll need Classic for an emergency.

You can save a total of maybe 300 to 500 MB of disk space by removing OS 9 (aka Classic).
However, if I were you, I'd invest in a new HD for your old iBook. I'm currently between 'new' computers, and have been forced to run on an old PowerBook 3400 until Apple comes out with their new 15" PB. However, going into this I know that the old 2GB HD in the 3400 wouldn't be enough. So I spent about $100 and bought a new 40GB HD. Now, this computer has more disk space than all previous computers I've owned, combined (including this 3400 before its upgrade).
Larger HDs are cheap, even for laptops, and not that difficult to install. If installing one scares you, find a friend to do it, or spring for the $50 that a computer store will charge you to do it.

P.S. My next computer will beat this one, though. It'll have at least a 60GB HD. Wow, I can remember when I thought a 20MB HD was luxurious. My how times change...

and it was as slow as the floppy drive! I called it my coffe grinder I have about 3 iBooks with 3 gig drives. They are about 3 years old I think. When a computer gets that old, It feels like throwing money away "investing" in an old computer. What I did was to get a new iBook. But I still want to use the old iBooks til they die.
So they are now OS X only machines. I come from the PC (dimented) world and see no point in learning OS 9 (or less).

Well, if I'm still using a six year old PowerBook 3400, I think that you're going to have those iBooks around for a while. You might really benefit from doing such an upgrade, so, in that sense, the investment would pay off. How long before a 3GB HD is just plain too small to do anything with? Will that happen before the computer itself actually dies?
(In my experience, the answer to that last question is 'yes'. I still have an old LC sitting around that still runs just fine. Its biggest problems are in the area of disk space - I don't think it's compatible with a HD larger than 80MB - and memory - which is maxed out at 10MB. However, despite these issues, it can still run, browse the internet, run ClarisWorks 4 - which is an altogether decent WP application - and so on... And that's a 12 and a half year old computer.)

To save about 400 Mbs which is similar to the space taken up by OS9, Id suggest downloading Monolingual http://homepage.mac.com/jschrier/ . You can bin all the languages you will never use.
FWIW I havent used OS9 for any reason since my last piece of hardware was given an OSX driver, but OS9 is a good last resort if you want to bin a particularly stubborn file that Trash cant handle.
