Simple Web Based RSS Ticker

I'm looking for a simple way to implement an Ticker that grabs the Title from an RSS feed and provides a link to the story, nothing else.

Pretty much identical to the one on apple.com.

For some reason all the ones I'm finding aren't working. They're not displaying anything. Could it be because I'm currently 'hosting' it on localhost?

Thanks for any help. It can be HTML, PHP, Javascript, etc.
