Sims 2 shuts down after I try to add custom content

I have created a Downloads folder in my EA Games/Sims 2 folder in my Documents folder. When I add custom content to the folder and then start the game, it goes through the intro, then quits. What's wrong?! I've tried this many times and nothing will work. Also, what is the extension to the custom content files? Is it ".package"? Thanks for anyone's help!
