At first I didn't like it either, but I have found that it is quicker and more accurate for me than the scroll wheel.
 
In a few earlier beta versions, entering time number was the only way to adjust times. I do like it cause I enter time very often, but lots of people on this forum do not.

In the shipped version, scrolling feature is back, though I would say it is still a bit one step back cause scrolling is not that easy to pull off like in iOS 13 and before.

Wait, so in the “shipped” version I can revert to the old time wheel?
If so, can you tell me how to access that?
 
I hate that if you type it, for example 12:00 it starts from the right like 00:12 and you need to add the extra 00 to get it to move to the front (hour). Who thinks minutes before hours when it comes to a timer? stupid implementation and I've never seen something like that on any date picker in my life

Seems like how a lot of things based on time work. Think of a microwave for example.
