Since updated to iOS 9 my iPhone 6 doesn't make that sound, when Siri is activated anymore.

This is strange, since my iPad does still make this sound, even when running 9.1.

On the other side, the dictation button on the keyboard still makes this sound.

I n my opinion, if this is intended to work like this, it is very inconsistent, isn't it?

The reason the iPad makes the noise is because they don't have vibration. But even still, when in a conversation with Siri on the phone, it will make the noise later on. The only time it doesn't make the noise is the initial activation it does seem a little weird and inconsistent like you said. Still sort of seems like a bug.

I prefer that it doesn't make a sound and just vibrates. Everyone within a mile radius would know when you've activated Siri by the sound and its irritating.

Yup. I hear people in church all the time (probably with phone in silent mode) but they press the home button by mistake and everyone hears the Siri beep. I personally love the new vibrate option for siri on my iPhone. I like how it is also a weak vibrate and gives good feedback.

Mine only vibrates when phone is selected to silent mode. Out of silent mode , Siri doesn't vibrate and doesn't make a noise.
