Siri app suggestions do not work on iOS 11

Does anyone else have problem with Siri Suggestions not showing up like they're supposed to when you go to the multitasking card view? I think, since iOS 11, I've had Walmart suggested maybe 5 times and that's all.

I've tried removing and re-adding the widget, as well as resetting privacy and locations and it still doesn't recommend or show apps.

Any help

The apps are recommended based on usage and time of day. Nobody really knows how Apple programmed it to work, so it's hard to suggest fixes.
