I have the setting "Allow Siri When Locked" on, yet often Siri tells me to unlock my phone first. What's the point of turning the setting "Allow Siri When Locked" on if she keeps asking me to unlock my phone when I ask her something. Some things she will answer but others like if I ask her when my birthday is, she wants me to unlock my phone first.

You can only ask certain questions without unlocking such as 'what's the weather for today' or 'turn on flashlight'. Anything involving your personal info, access to things tied to your Apple ID, or which involve apps that need your phone unlocked require it to be unlocked before you can continue. It's part of the 'Privacy' of Apple and security.

Google has similar requirements of its Assistant from the lock screen and so does Samsung with Bixby. I've encountered all three. Using Siri/Bixby/Assistant from a smartwatch avoids the need to unlock a phone. I can text, call, play music totally hands-free from an Apple Watch, Galaxy Watch.
