Siri can't make a WhatsApp call without me unlocking the phone!

Anyone else finding this? Previously I could say "Hey Siri, call xxx on WhatsApp" and she would. But the last few days she just pauses on the lock screen, and if I unlock with FaceID she places the call.

I thought Siri couldn't get more useless but she just has.

Is this a setting somewhere??

Setting in two locations to do the same thing:

Siri and search > Allow Siri when locked
or
Face ID and Passcode > Allow access when locked > Siri

I can do other stuff using Siri with it locked though..
