Just read this on Cult of Mac, not seen it mentioned on here via the front page or a thread in the iOS 5 section.

Siri Dictation has been referenced in the latest build of iOS 5.1 (beta 3). See here:

Not full Siri functionality if true, but the Dictation is the one feature I'd think should be in all iPhone/iPad/iPod touches, especially with iMessage being a big feature of iOS 5.

IT seems an obvious, artificial and messy dichotomy to separate Siri full functionality and only text dictation. Both systems work on exactly that engine, so there is no reason why at least the iPhone 4 should get all of Siri.

So can someone with an iPhone 4 or 3GS running 5.1 beta 3 go to the options as shown in the article, and see if the link to the text is shown?

I'm surprised that Siri isn't already on the iPad 2.

I suppose Apple don't want to lose the USP on 4S for a while
