I noticed this just now. If my phone is silenced I get awesome haptic feedback telling me when to talk to Siri.

If the ringer is on, nothing. No tones, zip.

I no longer have access to an iOS 9 device to determine if this is new behavior.

Could be a bug for only newer devices with the Taptic Engine. Because it still get two vibrates on the iPhone 6 regardless of silent switch on or off (which is the same as iOS 9)

Perhaps something under Settings > General > Siri > Voice Feedback?

Voice feedback has nothing to do with what the OP is talking about. Voice Feedback is purely hearing Siri return an answer with voice.
Selecting some options there talks about general audio feedback from Siri, which seems like it could be beyond just voice. I haven't really played around with those options as much aside from seeing them there, and I'm not sure if they are the same in iOS 10 as they are in iOS 9, so figured might be worth checking something there (or perhaps at least under Siri settings in general). But it could certainly very well be that none of the things there might be helpful with this.

If you select the second option it mentions "all audio feedback".

That's in reference to all audio being silenced with the mute switch but then says you will continue to hear voice feedback with that option.

Either way though, the OP's issue has nothing even to do with audio. It's the Haptic feedback from the Taptic Engine on his 6s or 6s+ he's not getting feedback from.

I actually have an iPhone 6, and I'm not talking about haptic, just regular vibration.

When ringer switch is on: No vibration at all when I activate Siri.
When ringer switch is off: Activating Siri causes double vibrate that lets me know when to speak.
