iPhone Siri refuses to shuffle

Ever since I upgraded to the iPhone 11 Pro/iOS 13, Siri won't shuffle any of my music.

Whereas before when I said "shuffle X album" it'd do just that, now it only plays the album from first to last song. Same thing for playlists, or all my music. Is it a known bug, or something that shouldn't happen, and if so, is there a fix?

Bonus question: is there a way ask Siri to play only my downloaded music? All the songs I have in the cloud but not on my phone, I don't necessarily want to listen to, plus I don't want to use data to play them when I have half of an expensive 256GB phone full of downloaded music... I tried "Hey Siri, play my downloaded music" but it won't work... Tried looking at possible Shortcuts, but didn't anything either...

Have you tried creating a playlist just from your downloaded music and asking Siri to play that list?

yeah, I know that works, but the way I have selected my songs make it kinda complex to keep it up to date, unless a a smart playlist could do it...

Smartplaylists don't work very well in iOS 13 at least in my experience.
