Holdover from the first one or 2 of these when they weren't referred to as betas but just by the build number.

Current consent is that it's the Workflow app that gets updated to Shortcuts on iOS 12 (or shortly after) release.

I would say its probably ready for release. Again, I've seen no reference to any showstoppers and it seems to do what its supposed to be doing for the most part. And I have played with it a lot.
