What's really the difference though? Was messing around with shortcuts and realized they're really the same in terms of basic commands. Like instead of making a specific shortcut for directions to home you can just do it simpler with a siri shortcut.

This is simply a case of poor marketing/nomenclature by Apple. Shortcuts is an app that allows you to create....Shortcuts! Those are essentially macros: chains of discrete system or app actions. Siri Shortcuts are, in turn, simply Siri suggested actions (make a call, send a text, drive to a location...) that can be employed either by themselves or, by using the Shortcuts app, in conjunction with other actions. The Siri part is both the "suggestability" of the actions ("Siri" suggested them to you) and from the fact that you can use Siri to invoke any of these things by adding a custom voice command to the action or chain of actions.
