I got home from AT&T with the new phone, played with Siri a couple times and then plugged the phone in to iTunes. It recognized it as my phone but didn't sync all my stuff over, so I restored from a backup I'd made of my iPhone 4 earlier that morning.

Now I have all my files on my iPhone 4s, but holding the home button now only activates voice control like it did on the iPhone 4.

How do I get Siri back on my new phone?

Did you go into Settings -> General -> Siri and turn it on? I restored from my iPhone 4 iCloud backup and Siri was turned off by default.
