What is the size that iOS11 should take up on an iPhone...

and/or...

Does the SYSTEM storage under iPhone Storage show more than what the iOS should take up?
My wife's iPhone 6 16GB has her SYSTEM storage size around 12GB, and after just a few pictures it says storage full.

Wondering if she needs to completely reset her phone (she'll love that) or what she can do to recover that space if something is using it.
 
Size of iOS11 differs depending on the model of iPhone i believe. A 16gb iPhone wont have 16gb available to use either.

If you got to General > iPhone Storage it will show some recommendations plus a breakdown of what apps etc are using what amount of storage.

thanks I get that it might be different and a obviously not going to have the full amount available but I thought it wouldn't be more than half the space.

It shouldn't be more than half, quite a bit less. iOS 11 removed the ability to see the actual usable space.

thanks..what is the best way to recover the system space or OTHER space?
should i copy off everything and then tell her to reset the iPhone as new and then 'start over'?

You could try making a backup in iCloud or iTunes, resetting the device and then restoring it.

On an iPhone with that low storage space I would also make use of apples storage optimization features. E.g. automatically upload photos to iCloud and store only a compressed picture. Maximum limit for music (once you are above the maximum, it will remove songs from the local storage), and so on.
You can find the Photos one under General Settings > Photos and for Music under General Settings > Music
 
Thanks all...if I make a backup, would that just keep the same size of the "System/Other" or would that clear hidden cache/files out that were there by accident?

It should clear the cache out but for the "Other" issue specifically it's harder to tell.
