Sounds like it is definitely doable, just might have to wait a few months. Skype might not want to upset 3 Mobile though by offering iPhone software too soon.

The makers of Fring have stated that the release of the app on Installer was basically a beta test for the full App Store app!

Yes, you'd only be able to use Fring/Skype/VoIP on WiFi
