There is two actually.

Fring is your best bet, but I have noticed that if you're logged in for too long(without doing anything) it will disconnect you from Skype(which is bad when you're expecting a call).

The other is Nimbuzz. This one doesn't disconnect you, but you don't get a touch pad to call anyone. You have to open your desktop Skype client, setup whoever you want to call as a contact. Then when you open Nimbuzz, it will show your contacts, and you just touch the one you want to call(using skype).

Fring has a dialer but it's worthless in my experience because the call quality is crap.

I use Nimbuzz for making skype calls when I travel and the call quality is miles better than Fring. Nimbuzz also has more accurate buddy status in my experiece. I am sure it's just a matter of time before Nimbuzz includes the dialer in an update.

Both are free, you can try them for yourselves.

There is a third, Truphone. Like Nimbuzz, it doesn't feature a keypad and will only allow calls to existing Skype friends, ie no Skype Out, which is a bit of a pain. They do imply this is only a limitation of the current version, but I'm not holding my breath for the capability to be added. If you think about what it would mean, it would be the same as T-Mobile allowing all its customers to make calls on Vodaphone. Hardly a means of ensuring a good/any income.
