slower internet speeds?

I was trying to update iMovie @ home on wifi late last night. the update was about 600MB and my internet speeds at home are usually around 40-50MB. It's never an issue with bigger updates but for some reason, it took about 2hrs to update last night!

Now at work (LTE), it's taking about 20 minutes to download a 23MB app? LTE in my area is fairly decent.

my LTE OOKLA speed test reflects
Ping - 49ms
DL - 19.87Mbps
UL - 4.58Mbps

A co-worker in iOS 8.4.1 on her 5c was able to download the OOKLA app (about 20MB) in less than 10 seconds.

anyone else having these issues?

tried resetting network settings and new speeds are Ping - 51ms, DL - 2.79Mbps, UL - 0.04Mbps.

only half way done after 4 minutes of downloading a 21MB app today. will head to att for another sim card and see if that can be an issue.
