My iPhone 3G has been getting more and more sluggish over the last few months. The reception & call quality also seems to have been deteriorating recently and when I receive a text message, I get the message alert tone two or three times over a 10 minute interval instead of just once when the sms arrives.

Is it worth trying a restore or is this a known problem? Or are these things symptomatic of a hardware issue maybe?

Any ideas?

You should do a restore.

The delayed sms's sound like a carrier issue rather than a generic hardware defect.

Alternatively, you can download the many memory scan apps which indicates where exactly the memory is bogged down so you can pinpoint the fault exactly.
 
have you tried just syncing the phone? That helps me and it saved me from doing a restore. If not u need to do a restore
