small program for flash creation

I'm looking for something simple here. I know 99% of you will want to suggest to buy flash 8 or whatever is out. I don't need that. I just need something to make a soundboard, like for those prank calls you see on ebaumsworld or whatever. So I'm looking for a way to create multiple buttons, each time you click on one, you would hear a voice.

Here is what I'm talking about....could be nsfw, not sure if ebaums has those banner ads or not.

You can use JavaScript to play sounds on a web page, but it can be a pain to make it work across browsers since almost all of them have their own specific way of playing audio files. But do able.
