I'm looking for a card just to use in case I need a boot screen, so it needs to have an Apple ROM on it, but both of my PCIe power ports are being used for my RX 580, so is there a small graphics card that can just use the PCIe slot for power that will show a boot screen for me?

Even cheaper than a get 120 is a Radeon 2600xt from the 2008 Mac Pro, make sure you’re getting flashed cards
 
GT120 is one of the simplest / safest solution (especially if you prefer to have your boot screen via display port), but not that cheap (if compare to it's performance).

I'm not worried about performance as I won't be using it really. It's just for a boot screen.
The GT 120 is single-height, powered off the PCIe slot, and works well if you just need a boot screen (or older MacOS compatibility). I bought one for my Mac Pro for the same reason.

The 2GB NVS-510 with 4 mdp ports is probably the smallest. Drivers are built into High Sierra and it should be Mojave friendly.

Just looking for a Metal supporting card for my 5,1 Does this 510 support that? Also, you mentioned Drivers built in, thought this needed flashing to get away from web drivers?
