iPad Smart Cover or Case cannot be smart in iOS9

I am using iPad Air with Smart Case,
in iOS 8 the smart case has wake on open and sleep on close, but it seems not function in iOS 9, anybody has same problem.

Works just fine with my iPad Air 2 and smart cover (iOS 9.1)

Works on my iPad 4, (9.1, and all the public betas before that)

Check to make sure the setting is on? Seems trivial, I know...

I have an iPad Air 2 with a Smart Cover (not case, but should be equivalent for this purpose). I've noticed that it no longer works consistently in iOS 9. Sometimes - maybe 10% of the time - opening the cover does not cause the screen to illuminate. When it's in this mode, I can open and close the cover as many times as a like, and nothing will happen. A tap on the home button wakes it up, though, and then things work fine.

I suspect it's a software bug, but it could be the iPad hardware going bad...

No issues on My iPad Air on iOS 9.0

I use a similar case to the  one from Amazon
