SO there are apps such as pinger that could turn any device like an ipod touch into a phone if it had constant internet, BUT apple doesn't offer 3g or any mobile internet option with an ipod touch SOOOOOOO

Is there an android device that could do this? with no phone bill just an unlimited mobile internet option

You would have to get an iPhone or android device with a data only SIM card, it would cost you about $70 a month for 2GBs of data.

Get someone who has a data capable tablet to activate a new AT&T or T-mobile data only account and then give you the sim.

I have a Nexus 7 activated on both T-Mobile and AT&T and I can simply place either sim in my 4S and use data as it it were the original phone sim.

5GB for $50.
