Smart playlist without itunes

It’s my understanding that the new Music application in Catalina retainers this functionality from iTunes. Try opening Music and go to File - New - Smart Playlist

Smart playlists still exist and can be created. All of mine transferred over fine and still update correctly (when the Music app decides its going to actually load my iCloud Music Library)
