Over the past week on my iPad Pro 12.9" I lost the ability to send SMS messages to non apple users. I still receive all iMessages and SMS (green bubbles) from individuals who have an iPhone/Apple device but if they are on android or another platform my iPad has stopped sending and receiving these SMS messages

I have tried logging out of iCloud on the iPad, resetting the iMessage settings on the iPad and nothing works. I haven't changed anything on the iPhone and it's set up to forward to to both my iPad and MacBook Pro. Met MacBook Pro doesn't have any issues receiving either SMS or iMessage and I can send messages to non Apple devices.

Anyone have ideas how to fix this?
 
Try putting iPad in Airplane mode, hard reset (power+home buttons), turn Airplane mode off once restart and check if it works. Mine worked just perfect afterwards. Hope this helps.
 
Not that it should make any difference, but in your situation I'd turn off the forwarding to the iPad in my phone settings and then a few minutes later toggle it back on again.
 
Finally got it fixed

I tried
Signing out of iMessage/face time
Signing out of iCloud on all devices and then signing in
Deregistering iMessage on apples website
Resetting network settings
Restoring from a fresh 9.3.1 download

Finally after all that I went to an Apple Store and reset all user settings and that seemed to fix it. No idea why it occurred but it's fixed now
