Hi I don't get Apple Arcade. Is it a software standard over which games can be built or just a redesigned App Store which has the same games IOS/Apple TV/Macs have?

If it is just a store with monthly payment terms, it's a pity coz things like Apple TV don't have any good games.

Both, in a sense I think. To qualify for Apple Arcade games have to span all Apple platforms and have no IAP (and presumably meet some minimum bar of "goodness"). Not sure exactly what goes on contractually but presumably each title gets a (equal?) share of the Arcade subscription money.
 
Apple TV can be redesigned to make it a top gaming platform but Apple doesn't care much.

I'd have to agree with that. They could do it if they really wanted to. There's definitely challenges there, but it could be done. I'm not sure Apple Arcade is a step in the right direction to that end though. It seems more a play to own casual gaming.
