I have no issues with my JB i4 on iOS6.1. As for your questions, it doesn't make sense because you can't JB iOS 6.1.3

iPhone 4 and lower can run 6.1.3 with a tethered jailbreak.

Don't install that many tweaks and it shouldn't be too laggy/slow
