Does iOS 12 fix the bug in which the iPhone's system takes half the device's storage space? Example.

Does it fix the issue with the Music app crashing after being closed and forgetting which song it was playing? Happens all the time.

Does it fix the issue with wi-fi being turned on after you turn it off in airplane mode, then deactivate airplane mode and then reactivate it?

Considering how it was said that iOS 12 wouldn't be "feature heavy" (in other words, it wouldn't have anything useful at all, neither one of those useless gimmicks Apple loves so much) and we already have new bugs in the Music app, I'm not really holding my breath for any improvement, but it's worth asking.

And yet, here you are, polling that (by your definition) exact demographic. There's ample discussion available on the topic of iOS 12 on this very forum, read up.

And you can, in fact revert back to iOS 11 for the time being.

I suggest you stay on iOS11 for ever, whilst telling as many people as you can how unfair Apple have been to you over the years. Sound like you have it all under control.

So far it's fixed “other” taking up majority rule of my storage.

Assuming you are actually looking for a solution and not just looking to complain, you can go back, for the next week or so, until Apple stops signing iOS 11. I'd recommend doing an encrypted or iCloud backup, try iOS 12, and if it doesn't work for you, go back to the backup. Let us know how it goes.
 
The other side of that argument is that Apple customers tend to be more affluent. Perhaps they have other things to do besides tinker with settings and just want something that is set up to work. Most of the time Apple gets this part right I think. I really think the low price of Android and Chromebooks is targeting the lowest common denominator.

it does not look like it fixed the battery drain issue on older models such as 6s.

What is the problem? The user was right. You can just install it and if you don't like it, return to 11.4.1 while its still signed. Its the best method to see if the new OS is good enough for you. If you don't want to take the time to try it by yourself, its your decision but nobody can help you as much as you'd like because not everyone had the same bugs as you do on iOS 11.

I never noticed any bug with music app crashing and still don't so I can't answer that question.

Your airplane mode statement is a bit confusing. If you tell me the steps, I'll do them and tell you what happens. I believe it still behaves the same way if I understood it correctly, leaving wifi on when you go into airplane mode again.

since IOS 11 was the best error free release of all the IOS that I have run - no since there was nothing to fix

I have never had any of those bugs or even seen wide spread reports of them.

Maybe Apple isn’t for you? There are other companies that make smartphones, if Apple makes you this unhappy you should seek out other alternatives! Life is short!
