repopen safari and it’s fine.

I have never had this issue with any version of iOS13.. Predictive text and other keyboard issues is another story.

Also noticing that just hovering over the screen without touching will trigger an action.

This happened in iOS 12 as well, and maybe even before then. If you clear history and website data and then immediately try to reopen safari, it crashes. If you wait longer than five seconds, it won’t crash.

Yes, but works when I open Safari again. Do you routinely do a lot of clearing of your data? Why not just use private browsing?

My Safari won't open, I can't even get into Safari settings to clear history and website data.
Settings opens up fine, when I press Safari the whole settings app crashes.
