I tried what I could to bypass the passcode it had to see who it belonged to but i couldnt manage to do that. I dont have much experience with and Ios devices, all Android experience. so then I factory reset it. well it worked and it installed the latest Ios available for hte Iphone 4s. But im unable to get pass the activation part because the phone is still connected to the previous owner's apple id. is there any way to bypass it? ive looked online and so far ive only found some website name duolci, basically icloud backword, which supposedly puts the iphone on a made up server to bypass the check there. im not interested into using at a full on phone, call/data. it would be cool have the phone fully working but im only interested to see if im able to get into and even if its just using wifi its okay with me. I pretty much just want to tinker with an Ios device for the time ever.

Now that it's on the latest version which should be 9.3.1, no..... Any paid site claiming it can do this is a scam. You had one shot, a DFU restore... And that would've only worked if the previous user was on iOS 8xxx or below. That thing is no good to you now.
I'll add that Apple can locate its owner via the ID. In the event you feel like getting it back to its owner.

thanks for the quick reply. dfu restore? is that where you plug the device to the computer and start it up into recovery mode by holding down the power button and home button together until its appears? if so thats what i did and thats how i did the restore, which automatically cause itunes to download the latest ios. i nevver knew which ios it was previosuly on however. like i said no knowledge of ios devices, just andriod but thats a different ball game.

Yes, that's what you did then was DFU restore, and the fact that it held on to the ID after it came back up means it was probably on iOS 9 already and was 'iCloud locked'. I had the exact same experience with an iPhone 4s that I own.... It sat for two years in a box and one day I wanted to mess with it..... Problem was I couldn't remember the numeric lock screen code and I permanently disabled the device by attempting the wrong code too many times.... But because it was so far back on either iOS 7xxx or 8.0, a DFU restore completely restored the device to new, allowing me through any form of iCloud credentials. Apple changed things after iOS 8 that stopped that though.....
alright thanks for the quick speedy help. I know I tried to see what I could find online and nothing really came up so I tried to see if anyone more experienced could help. So any recommendations as to what I should with the iphone? can use it. works 100%. Im assuming maybe sell it for parts or just recycle it?
Drop it off anonymously at an Apple Store. I'm sure the original owner would love to have their phone back.
Try calling their 800 number. They may email you a mailing label so you can ship it to Apple for no cost. If not, then at least they can offer some other option. I suspect they have some kind of procedure for this sort of thing.
Mmkay Ill try that. I already checked the IMEI earlier and it came as clean, I was really hoping the IMEI was bad hopefully thinking that maybe the owner had reported it stolen and I could just walk into a police station and just hand it in to them. Simplest way to have been able to do that but no luck.

If you hadn't tried to tinker with it by restoring it, you could've held down the home button to activate Siri and asked it "Who does this phone belong to?" and it would've given you the owner's info. You could've also had it "Call Home" or "Redial last number" to try and contact the owner that way.

Can you honestly return the iPhone back to the owner? You can wait until the owner or a contact calls the phone and take it from there.

oh i already decided to return back to where i found it. no ones gonna call the phone because its got no service, meaning the owner got it replaced after they lost it. no signal no call. so im putting it back to where i found it. just hoping the weather doesnt ruin a perfectly good phone since its been rainy here.

i mean i have a 3rd gen ipod nano that was given to me back when i was like 15, but i dont consider it an ios devices like and itouch ipad or iphone. cable mystery solve. and the judgement is real for something that wasnt even stolen. its pretty funny especially since im no longer in possession of it. a background in custom roms for androids gives me enough knowledge to look up how to restore the phone since ive softed bricked several past phones during bad flashes etc
